Vehicle Related Services

Vehicle related services are handled under the Vahan system, where all vehicle information and services are managed in one place. This includes vehicle registration, road tax payment, fancy number booking, permits, document services, application tracking, appointment booking, vehicle ownership transfer, duplicate RC, and address updates. Two Main Licenses: Learner’s and Permanent

In India, people who want to drive legally must complete a two-step licensing process. First, they need to obtain a Learner’s License, which allows them to practice driving. After gaining sufficient driving knowledge and experience, they can then apply for a Permanent Driving License, which permits them to drive independently on public roads.

1. Learner’s License (LL)

It is temporary license that allow you to learn, practice and driving according to rule.

• Purpose: It’s basically a learner’s permit—it allows you to drive under supervision.
• Eligibility:
  • You need to be at least 16 years old for motorcycles without gear (up to 50cc).
  • For motorcycles with gear and light motor vehicles (like cars), you need to be at least 18 years old.
  • You need to know basic traffic rules and road signs.
• How you get it: You have to pass a written or online test that checks your knowledge of road safety, traffic rules, and signs.
• Conditions for Driving with an LL:
  • You are required to drive only under the supervision of a person who has a valid permanent driving licence for the same type of vehicle. The supervising person must sit in a place where they can easily take control or stop the vehicle if needed, such as the front passenger seat in a car.
  • The vehicle you’re driving must have a clear “L” symbol (for “Learner”) displayed on both the front and rear, in red on a white background, indicating that a learner is driving.
• Validity: A Learner’s License is valid for six months. During this period, you can practice and improve your driving skills.
• Waiting Period: Apply for a Permanent Driving License at least 30 days after getting your Learner’s License. This waiting period ensures you are export.

2. Permanent Driving License (DL)

• You can apply for a Permanent Driving License, which lets you drive independently for the specified vehicle class.
• No restrictions apply once you receive a Permanent DL—you can drive without an “L” plate or a supervising driver.

Purpose: It’s your official certification that you are eligible to drive on public roads.

Eligibility:

• You must have a valid Learner’s License for at least 30 days (but no more than 180 days).
• You must be at least 18 years old for non-commercial vehicles. For commercial vehicles, the age requirement is 20 years or more, includes educational qualifications.

How you get it: The most important step is passed the practical driving test in RTO. This test show your real-world driving skills, how you follow traffic rules, and your overall road sense.

Validity: A permanent driving licence for private vehicles is usually valid for 20 years or until the holder turns 40 years old, whichever comes first. Once this validity period ends, the licence must be renewed. For senior citizens and commercial vehicle drivers, the validity period is typically shorter. How to Get Your Digital Driving License?

Through official government application you can check and store your digital driving license.

DigiLocker:

• Download the app or go to website.
• Login or Create account using Aadhaar number or mobile number.
• In “Ministry of Road Transport and Highways” option search for “Driving License”.
• Enter your driving license number and it find your digital DL, and stored in “Issued Documents”.

mParivahan App:

This app is created by Ministry of Road Transport and Highways (MoRTH).

How to use: Download the mParivahan app. Create your account then “Virtual DL” add your driving license number and date of birth.

Eligibility Criteria for Driving Licenses

You need following things to eligible for a driving license:

1. Age is Key:

• For a Learner’s License:
  • If you want to drive a motorcycle without gears, you need to be at least 16 years old. If you’re under 18, you’ll also need consent from your parent or guardian.
  • You must be at least 18 years old for motorcycles with gears (above 50cc) and Light Motor Vehicles (like cars).
  • For commercial vehicles, the minimum age is generally 20 years (though it might be 18 in some states).
• For a Permanent Driving License:
  • You need to be at least 18 years old for private vehicles (cars, bikes).
  • You must have a valid Learner’s License for at least 30 days but no more than 180 days (6 months).

2. Knowledge is Power:

You should be familiar with traffic rules and road signs. To obtain a Learner’s Licence, you must pass a test that evaluates your knowledge of these rules.

3. Fitness Matters:

You need to be physically and mentally fit to drive safely. In some situations—like operating commercial vehicles or after reaching a certain age (often around 40 or 50)—you may be asked to provide a medical certificate from a doctor.

4. Documents

Documents required by state, generally, you’ll need:

• Medical Certificate (Form 1 and 1A), especially if you’re applying for a commercial vehicle license or are over a certain age.
• Proof of Age: Birth Certificate, School Leaving Certificate, PAN Card, Passport, etc.
• Proof of Address (Permanent & Current): Aadhaar Card, Passport, Voter ID, Utility Bills (electricity, gas, water), Ration Card, Rental Agreement, etc.
• Proof of Identity: Aadhaar Card, PAN Card, Passport, Voter ID.
• Application Form: Duly filled Form 2 for Learner’s License and Form 4 for Permanent License.
• Passport-sized Photographs.
• A valid Learner’s License (when applying for a Permanent DL).

How to Apply for a Driving License?

In India, getting a driving licence is a two-step process. First, you need to apply for a Learner’s Licence (LL). After you gain enough driving experience, you can apply for a Permanent Driving Licence (DL). Nowadays, most of the application steps can be done online through the Parivahan Sewa portal, which makes the process quicker and easier.

Step 1: Applying for a Learner’s License (LL)

Online Application Process:

1. Visit the Parivahan Sewa Website:

• Go to sarathi.parivahan.gov.in.
• Choose your State.

• Click on “Lerner’s License” menu then click on “Application for New Learner’s License.”

• Add information in online application form (Form 2) personal details, address and the class of vehicle.
• Upload Documents: Upload scanned copies of your required documents.
  • Proof of Age: Birth Certificate, PAN Card, Passport, Class 10th Mark Sheet, School Leaving Certificate.
  • Proof of Address: Aadhaar Card, Passport, Voter ID, Utility Bills (electricity, gas, water) in your name, Ration Card, Rental Agreement.
  • Proof of Identity: Aadhaar Card, PAN Card, Passport, Voter ID.
  • Passport-sized Photographs: Usually 2-3 recent photos.
  • Form 1 (Self-declaration of physical fitness): You might need a medical certificate (Form 1A) from a registered medical practitioner.
• Pay Fee: Use the payment method (Net banking, UPI, Debit/Credit Card) pay application fee online.
• Book slot for LL test: Book a seat for LL test.

• Go for LL test: On the scheduled date and time, visit to RTO.
  • The test based on Multiple Choice Question (MCQ) road signs and traffic rules.
  • In some states take your test online.
• Receive Your Learner’s License: If you passed your Learner’s License will be issued.

Step 2: Applying for a Permanent Driving License (DL)

If you hold a Learner’s Licence, you are eligible to apply for a Permanent Driving Licence. You can submit your DL application after 30 days of getting your LL, but you must apply within 6 months from the date your Learner’s Licence was issued.

Online Application Process:

Parivahan sewa portal: Go to  https://sarathi.parivahan.gov.in/ and select your state.

• Go to “Driving License”: Click on “Apply for Driving License (DL)“.
• Add LL Details: Enter your Learner’s License number and date of birth.
• Fill Application Form: Fill the online application form (Form 4).
• Upload documents: Upload the required documents.
  • Your valid Learner’s License (original).
  • Proof of Age, Address, and Identity (same as for LL, if not already linked).
  • Passport-sized Photograph.
  • Medical Certificate (Form 1A), if applicable (for applicants aged 40+ or for commercial licenses).
• Pay the Fee: Pay the fee online Permanent Driving License is ₹200, plus a ₹300.
• Book Slot for DL test at RTO.
• Go to RTO for DL test:
  • Go to RTO with original Learner’s License or original documents you uploaded.
  • You need to bring the appropriate vehicle that matches the licence you are applying for, such as a motorcycle for a two-wheeler licence or a car for a car driving licence.
  • Motor Vehicle Inspector check your driving skill ( 8-figure for two-wheelers, H or T-shape for four-wheelers).

Although one usually gets a print driving license, still a digital DL can be downloaded from Parivahan Sewa portal and integrated apps:

1: Through Parivahan Sewa Portal (for Printing Copy)

• Step 1: Open Parivahan Sewa Portal: Visit parivahan.gov.in and choose “Online Services” -> “Driving Licence Related services”.
• Step 2: Choose State: Select Your State
• Step 3: Print Driving Licence: From the “Driving Licence” dropdown menu, choose “Print Driving Licence”.
• Step 4: Fill the Details: Enter your Application Number or Driving License Number, Date of Birth and Captcha.

• Step 5- Submit and Print: Details of your license will be displayed. Click the link to open a PDF file with Print button.

2: Download via DigiLocker or mParivahan App

• For Android users, Step 1: Download App: Install DigiLocker or mParivahan app from the play store.
• Step 2: Sign- Up or Log-In : The user has to either create an account using Aadhaar number or sign into their account via the registered mobile number.
• Step 3: DL Link : Insert your DL number to get your driving license.

Renewing Your Driving License

• You can renew at any time in the month before it expires.
• If your license has expired longer than five years you would be required to reapply for a new license if you have not done so already.
• Applying Within 30 days of expiring? Your new term starts from the old expiry date.
• Applying after 30 days? There will be an additional fee of ₹30 and the renewal will start from date of application.

Application Process (Step-by-Step):

1. Go to Parivahan Sewa:
   • Visit the official website: parivahan.gov.in.
   • Click on “Online Services” → “Driving Licence Related Services.”
   • Select your state.
2. Click on “Apply for Duplicate DL” and follow the instructions.
3. Provide your DL number, date of birth, and the captcha code, then click “GET DL Details.”
4. Verify details and enter your mobile number, email, and address.
5. Choose “Issue of Duplicate DL” or “Replacement of DL” and click “Proceed.”
6. Complete the physical fitness declaration and submit the form.
7. Upload, Pay, and Print:
   • Upload required documents.
   • Pay the fee.
   • Print the payment receipt.

8. Book an Appointment and Visit RTO:
   • Book an appointment slot.
   • Take your documents to the RTO for verification.
   • Your duplicate license will be mailed to you.

Here are the steps you need to follow in order to access eChallan services:

• Click on Online Services then eChallan.

• You’ll be redirected to echallan.parivahan.gov.in.
